Can't Drag & Drop an All-Day Calendar Event?

I can't drag and drop an all-day event from one day to the next.

Is this a bug?

(Time-specific events can be moved freely within a day, or from one day to the next.)

Is there a way around this?

You should search bugzilla (link at the top of the page) for any further information about a 'problem' (including any fixed/resolved bugs). In this instance, read the last comment on this report: Bug 4059 – Ability to DnD all day apts between days

That's it Pheonix. Looks like the bug will be fixed in version 8.0.0.

Don't forget that the bug I've pointed you to is for Zimbra Collaboration Server and ZD tends to be released (not too long) after the ZCS version. You should also keep your eye on the Product Management Portal to see when that version of ZCS & ZD will arrive, although the PM portal has not been updated for that release yet as it's still under heavy development.
