email filter not forwarding correcctly

I set up email filter to forward selected emails to specific email address. However, instead of forwarding to specified email address, Zimbra decides to forward to the To: email address in the email.

Is this a known problem, and is there a work around?

Don't quite get it. I tried setting account A forwarding to account B, and it works for me.
