I thought it might be a permissions issue but I checked permissions all the way up the tree and there is no difference between the working and non-working one except that the working one has the trustedinstaller user as having rights. I checked effective rights for the user on zdctl.vbs and they are the same on both systems.

Where do I look next? Thanks - John
We're still stuck on this. Any suggestions for what to try next? Thanks - John

Alas, WMI is running for me. I still have the same problem: zdclient starts but zdesktop does not. What next? Thanks - John

Thank you, KPTSATISH. Although I see it didn't work for gracedman, I did a quick check and discovered I don't even have WMI on my system. Checked it against my wife's laptop, which does have it, and checked the same directory on mine, and it's not there. And Windows search could find it either.
First thing, I'll try Window repair to see if I can reinstall WMI. Then I'll let you know what works.
Thanks for the lead. sound promising in my case.
