reverse way e-mail trail works

Is there a way that when I send an e-mail to somebody and they send a return e-mail that instead of their response being at the top it follows my original e-mail and the cursor when I open the response is at the point where the respondent's e-mail has started.

Yes. Tell them to stop top-posting, to configure their e-mail program correctly, or to use a different e-mail program.

Is default to top-posting versus bottom-posting an option in e-mail packages? I've never been aware of that choice.

Yes, quite a few do give you the option. Though education is a wonderful thing as-well

Unfortunately, the default reply format for *ALL* Microsoft products is top-posting. And many others have started to follow them ...
