Mail filters do not work properly

I need to set up mail filters using "From" and "To" conditions.
With "From" condition, ZD performs the right action I flagged but with the "To" condition it doesn't work at all.

Any guess?

Please give exact details of the filters you've added, for instance are you using the 'contains' or 'matches exactly' or what?

From -> contains -> [email]xxx@xx.com
To -> contains -> [email]xxx@xx.it

"Perform the following actions:"
File into folder -> xxx
Tag with -> xxx
