Get the error ona Beta 1 install using Windows Vista Business with Windows Live One Care. I belive it is firewall related. If internet access is denied at any time during setup even if you "Allow" access the error occurs.
The injection is to url on localhost. It is quite possible that the windows firewall might block it, as I'm seen localhost blocking in the past with another firewall product on windows. Please keep us posted if you find the problem.
It's probably also worth checking your logs under <install>/log to see if there's a server issue. Thanks!
