Default Bug: Broken non latin file names in ZIP archive when "Download all attachments"

There is ZIP archive attachments.zip created when "Download all attachments" selected.
File names in non latin encoding are broken in this archive (russian in my case).

Have you filed a bug report (don't forget to search first to see if there's one already)?
