I downloaded the version you suggested and got a bit closer. It once again detects a previous version and attempts to uninstall it, but fails with the following message:

The JVM found a {0} is damaged. Please reinstall or define EXE4J_JAVA_HOME to point to an installed 32-bit JDK or JRE.

Ok is my only option.

It then states:

The JVM could not be started. The main method may have thrown an exception.

Again OK is my only option. It then states:

Previous version can't be uninstalled. New install can't continue.

Again OK is my only option. It then stops services and fails.
