Odd error during build from SVN - make allclean all

During a make allclean all, to build from SVN source, i've ran into an odd error, that i can't seem to hunt down a solution to.

Anyone have any thoughts?

I thought I may have missed building the tomcat stuff, but there is no makefile in the Thirdparty/jakarta-tomcat dir, so i'm guessing that's not it. I don't know what that src/windows directory is all about.
