Looking a developer for a custom zimbra solution.

Hi,

I need a meeting reservation (e-Groupware) solution for a government project. I can issue here the key needs.

1. There is a role based collaboration members / users. Say meeting organizer & applicants.
2. Meeting organizer looks for best fit dates/times for the planning meeting applicants, & see the list of (lets say) 10 suitable date/time for the meeting after entered search-start date/time.
3. If the meeting organizer assign a date/time within the search results, all applicants calendars must be reserved for the meeting date/time without RVSP from applicants. But applicants must be notified by email / SMS / any other notifier from the system.
4. All members calendar must be synched with the systemDB. So meeting organizer has always the real free/busy state of selected applicants.

Can you offer a zimbra proposal for such system? Member count can be 100.000 – 200.000.

If you cannot direct offer such a solution, than where can I look for it?

I would have thought a custom app would make alot more sense than Zimbra in this instance. We have written similar apps for customers, and got great results.
