Default [SOLVED] Zimbra Desktop and Browser Plugins

Does anyone know why the Windows version behaves differently than the Linux
version?

Let me explain a bit. The Linux version I can click on an icon in the lower right and get to a menu item called Tools. This allows me to manipulate addons,
extensions and themes in this version.

On the windows version this is not exposed. Is this by design or is this something that Zimbra is disabling on the Windows version? If so does someone know of a trick to allow the installation of additional plugins in the Windows version or enabling the Tools menu item?

***Solved. Edit webapp.ini and add the line status=true.
This allows you to view installed plugins using the tray icon.
