Default GetFreeBusyRequest not returning correct data

I'm using GetFreeBusyRequest and I'm using a test event. When I pass the start and end time to the request of the test event, it returns that my user is free during that time. I am passing the zimbraId in the GetFreeBusyRequest tag itself.

My event is marked as I'm busy.

Is there something else I need to pass? I've done a large length of time and it still only returns free.
