localconfig.xml not readable

Since i always get a warning saying "localconfig.xml is not readable" and an error saying "unable to find valid certification path to requested target" when trying to execute Tester.java class, i forced to true value of LC.ssl_allow_untrusted_certs in CliUtil.java class.
In this way i can insert contacts for the admin user, but not for all the standard users. It says to me "Connection refused".
How can i insert contacts for all standard users?
And why my localconfig.xml file is not readable?
I don't know if can be a problem that my zimba server is on another machine and not on the same machine where i have eclipse with zimbra source. I use Tester.java class from my sources to connect to zimbra server executing in other machine.
