Default Limit outgoing attachements in Zimbra

We're trying to use Zimbra 5.05, with Ubuntu 6.10.

One of our main criteria is to limit certain users ability to send attachments. Some users should be able to send email with attachments, but other users cannot.

There is no default attachment settings for groups that we can find.

Does anyone know how to do this?
