Default Thai language display problem when sent to yahoo or hotmail

Hi all,

I found problem in display Thai language when sent mail to yahoo or hotmail. The content type is <text/html; charset="utf-8">. For the message correctly read, the content type is <text/html; charset="tis-620">.

In general all charsets should be able to display in UTF-8. What client are you sending from?

I sent mail from Zimbra Webmail and relay through other server. And I have checked by senting mail from other mail product with set encoding to utf-8 when sent out, it has the same result. Is possible Zimbra have user select encoding to sent out?

We've got a bug 5598: hotmail garbles accented characters encoding in subject. Seems like a similar issue here.
