Options Tab does not work on 2nd mailstore

I only have 2 test account so far, but it seems my options tab does not work on mailstore-2

Just found this problem so details are light.

Mailstore-1 is ldap RW
Mailstore-2 is ldap RO

log files show a number of errors the look related to installation errors and initialization of features.

unable to load resource bundle: /msgs/com_zimbra_email
unable to load resource bundle: /msgs/com_zimbra_phone
unable to load resource bundle: /msgs/com_zimbra_url
unable to load resource bundle: /msgs/com_zimbra_date
unable to load resource bundle: /msgs/com_zimbra_search

The ./install upgrade Y fixed.
