Default restore user account to a specific time (need time format)

I looked in all docs and the wiki and I see the parameter to use

-restoreToTime <arg>

But nowhere does it say the format of <arg> and we all know numerous time/date formats abound

Nevermind. I decided to run the command with a bogus time to see if it gave me a good error and it did. This stuff should still be documented in the admin guide and the wiki

for all else that are curious here are the formats
