Adding header/footer to mail messages

I would like to add a header and footer to all outgoing messages as well as append to the front of the subject. To top it off, I would also like for the user to be able to select from a list of choices. We currently have this functionality with Outlook and would really like to replicate it with Zimbra. Is there any way this can be done in Zimbra, perhaps with a Zimlet or something?
