Default enough of sand -Change default login skin

No one replied: Changing default skin

For me even with Sand disabled, or the skin files removed, and after a restart, full clearing of all browser caches, sand still appears as the default long. How?

I was actually looking to discuss HOW with the removal of sand from the skins folder-or using command line, and a restart, it still is available, it's like it's also coded somewhere else
yet for the admin console-removing it does what it should

is the default "_base" skin that similar? (not in a place to pull up the files)
