Default Codepage problems

I am running Zimbra server for users located in 9 countries.

Occasionally email comes in where the special characters are screwed up. This causes the emails to look garbled when our users reply and the history in the thread gets unreadable.

This is specially problem for our Japanese users where they receive a email with Japanese characters. Then the Japanese characters are displayed as "???" (question marks).

Our server is using UTF-8 and this is most likely some codepage problem on the other end since for example one Japanese user is sending from his Exchange web mail and that server is using ISO-8859-1 codepage.

The strange thing though is that when I open one of our Japanese mailbox in outlook or some other local mail client the email looks fine.

Is there anything I can do to minimize this problem with the Zimbra server?

What version of ZCS are you on?
Search the bugzilla, I know there are a couple of bugs open on international characters.
