I am new to JAVA, how to adding -Dfile.encoding=(CHARSET) to tomcat's command line?

I belive you can update
/opt/zimbra/conf/tomcat.conf the JAVA_OPTS with Dfile.encoding=

My 4.5.4 do not have tomcat.conf...

Check in tomcat/conf. You might need to modify a ".in" file if that is there, because it means the file is overwritten when Zimbra starts.
