Default Fine-grained Attachment Blocking

The attachment blocking feature is rather handy in avoiding unwanted file types. However, it is quite helpful to be able to configure some accounts (or COS) to receive otherwise blocked file types.

I realize this cannot be done from the admin UI, but is there way to configure it from the command line?

I searched Bugzilla and found Bug 10616 which I believe is what I'm looking for. However, based on the votes, it looks like it's not going to happen anytime soon.
