Create an account which has only permisssion to add (delete) account.

I can create an account which has only permission to add (delete) user accounts and create Distribution List, Alias.
Do you have any solutions for this problem?

Currently, you can create domain admins, when admins are limited to a specific domain; however, I don't think that's what you're looking for.

You can file an enhancement for this and we can add it to a future release.
