Do you have the Zimbra 'dumpster' feature enabled? This will keep messages around longer than they should even if they are removed from trash. I can't find a good overview page but there should be something in the Zimbra docs for it (just find in the entire pdf for 'dumpster' if you aren't sure if you're using it).

Beyond that, maybe more simply. Are they removing the message from the Trash as well?

Thanks for the answer, yes "dumpster" is enable...
    zimbraDumpsterEnabled: TRUE
    zimbraDumpsterPurgeEnabled: FALSE
    zimbraDumpsterUserVisibleAge: 14d
    zimbraMailDumpsterLifetime: 30d

But i think this option gives users opportunity to restore message that they removed from trash and thats all. I think so, because "zimbraMailDumpsterLifetime" was set 30d, but messages in store were much older than 30 days. Now i set "zimbraMailDumpsterLifetime" to 14d and see the difference... And what about second opinion - yes i personally remove messages from user's trash. Other ideas?
