global & server settings

does any one know why the imap,pop,ldap setting a different
in the admin console for the "server" and "global settings"
which should we use? should they be the same?
the difference is highlighted on the admin console.

the mta is also different it has the FQD name "Global setting" uses localhost

"Global" settings are the defaults applied to all servers. "Server" settings override the global settings.

If you want your change to apply to all of your servers, make the change globally. If it should only affect certain servers, make the change on a per-server basis.

i just can't understand why when i do a fresh install of 4.51 on one server the
"server setting" and "global setting" should be different by DEFAULT
