Global Disclaimer not being added

I was recently notified that after upgrading to 8.0.2 that the disclaimer we have setup is no longer showing up.
I previously had problems with this but would just remove the previously generated files and redo the setup.
I attempted to do that this weekend and it is still not working at all.

Anyone have an idea of where to look in the logs to find out what is going on?

I have opened a support case for this and will follow up here after issue is resolved.

Issue was due to antispam and antivirus services being disabled on the server.
After re-enabling them and restarting services it was being added again.
