    Default Block Outgoing mail for specific recipient email adress

    Sorry if this has been posed or included in a wiki but I cannot seem to find an answer after searching those sources.

    What is the cleanest way to block outgoing mail, for all users, for a specific external email address? - I do not wish to block the entire mail domain.

    I am using ZCS 7.0
