Rogue alias account can't be deleted

I have one specific alias account that cannot be deleted.
all references to this alias have been removed and it is not tied to any other account, alias, or distribution list.

In the admin console, It appears in the alias list. any attempts to edit, delete, or move do not work.

delete says - "finished deleteing items" - but it's still there
edit results in nothing happening
move results in "account does not exist"

I have also tried CLI to delete to no avail

Anyone have any ideas on how nuke this account for sure?
