Add trigger on folder?

Hello,
we use a generic mail account with filter rule to dispatch our received mail to the right department. (filter based on "To" or "Cc")

But, i need to apply this on other folder, not just the inbox...

Is there any solution to define rule on other folder?

Or a folder trigger?

Any suggestion?

Our idea, if a user drag a mail in the shared folder for a department, when the mail is dragged, i want apply a rule...... :)
