Domain admin delegation

Hello.

I've had a (very) quick look at the PDF docs and wiki and did not find anything special about domain admin delegation (NE only feature).

What can be done by a domain admin and what is not allowed to him ?

Is there any way for the global admin (I'm thinking about HSP) to define limits to a domain (maximum number of users, aliases, resources, etc) ?
