Default System Wide Notification
Without writing a script (or perhaps someone would share theirs), is there a way to simply make a system wide announcement?

We currently use an RSS folder to push announcements and the like to our users, but, people don't really look there...

And we just had a issue that we wanted to let people know about.. it would be great if from the admin client a "pop-up" or a system wide e-mail to their inbox could be produced...
