Delegated Administration for Distribution Lists Problem

Hi,

I have a client who I want to be able to administrate distribution lists and that is it.

However, when I assign him rights (adminConsoleDLRights, which is what I believe allows this) to perform this task he is not able to create new lists. He can edit or delete lists but cannot make new ones.

Any thoughts?
