cbpolicyd - quota issues

Hello,

I'm trying to test the cbpolicyd 2.0.10 version which is in zcs:

zmcontrol -v
Release 7.1.2_GA_3268.UBUNTU10_64 UBUNTU10_64 NETWORK edition.

The main goal is to limit only outbound emails on a per user basis.
I did the setup which works ok in detecting the outgoing emails, however i have an issue with the PERIOD.

The current setup i have is to limit 3 emails/hour from each user@domain

However the PERIOD set to 3600 is blocking the emails for only 10 minutes, then the emails are allowed to be sent out.

Anyone knows of any issues regarding this ? I looked over the forum and buglist but cannot find anything about it.
