The feature is disabled by default as it's beta quality software (read the Release Notes) and sometimes causes problems, it is also being removed from Zimbra and will not be in the next major (i.e. ZCS 8.x) release. I'd suggest you seek an alternative IM solution and search the forums and bugzilla for what the future may hold for using 'chat' in Zimbra.
