How to apply new quota?

Hello everyone,
I just created lots of accounts and apply them my own COS setting. Once I changed the quota limit in the COS, but it seems the system doesn't apply them to these accounts.
So, how could I make them to update the new quota setting?

zmmailboxdctl restart

It seems doesn't work, even I tried to run "zmcontrol restart" .......
