Allow domain administrator to select COS when creating user account

Hello all

I am using Zimbra Network Edition version 7.1.1. When I use global administrator to create account, I can select the COS as attached.

But when I use a domain administrator, I cannot select the COS like the global administrator. I have added getCOS, ListCOS, assignCOS rights to the COS, and then I have assignd get.domain.zimbraDomainDefaultCOSId and set.account.zimbraCOSId to the domain. But I can configure the COS in the account by using the text box. How can I assign right to the zimbra so that I can assign COS like the way in attached picture?
