ZCSPSTImport Wizard XML failure

Hi all,

I'm trying to create a xml file for a script I've been working on to transition my users to the ZCO. I read through the documentation; but I still keep getting from the CLI:

Failed to initialize import parameters
Unable to initialize XML DOM Document not initialized.
Terminating ZCS Import Wizard.

My xml file looks like this and I can't for the life of me find out whats cause this to fail (names have been redacted).

I'm running this on Windows 7 Enterprise 64 bit machines with Zimbra 6.08 as both the server and the import tools/Outlook connector.
