I think this is what you want:
Bug 35304 – Allow access to external users' internet free-busy, similar to Outlook
Note that there are different ways of publishing freebusy. The "normal" way is to use VFREEBUSY objects, which is how Outlook reads internet free/busy. It's also what Zimbra currently publishes. (As a quirk, Outlook/MS call this .vfb whereas Zimbra uses .ifb, but this has no effect on interoperability.)
Bug 35304 is about getting ZWC to subscribe to .ifb/.vfb feeds.
Bug 36322 has to do with the "alternate" way of publishing freebusy--it just uses "scrubbed" VEVENT objects to show when you're busy, without divulging any other information. With this method, any client that can read iCalendar can display the published f/b time as a calendar. E.g. Zimbra or Mac iCal. In Zimbra you subscribe to a published .ics by creating a calendar and then ticking the box (in the properties) that says "Synchronize appointments from remote calendar", with the URL of the calendar.
