Default Create account and add to distribution list?
Is there a way to add a new account to a distribution list during creation in the Admin UI?

Not during creation. You will have to add it to the list as a separate step.

But it looks like the feature for dynamic distribution lists is coming very soon: Bug 3884 – Dynamic distribution lists - Internal Directory
