Shared folder not sharing all subfolders

We've got a problem with one of our customers where they have shared briefcases.

Head Office all manage the "Staff" Folder, which contains a sub folder for each staff member

Each Staff member also has Manager rights to their own folder

The Head Office all have manager rights to all the staff folders in the briefcase except one new user which for some oddball reason only gets permissions to the newest Folders in the Staff Briefcase.

Any idea on how to get sharing inheritance working properly? I'd rather not go through all 100 or so folders and manually share out...
