Default Disabling a built-in spam and antivirus services signatures text failed to add

Hello team,
We are running
Network edition : Release 7.1.1_GA_3196.RHEL5_64_20110527001604 RHEL5_64 NETWORK edition
Single server: Red Hat Enterprise Linux Server release 5.5 (Tikanga)

I followed by the guide from Administration documentation to enable system wide mandatory signatures feature

To create a system wide mandatory signature, enter the following:

zmprov mcf zimbraDomainMandatoryMailSignatureEnabled TRUE
zmprov mcf zimbraDomainMandatoryMailSignatureText <some text>
zmprov mcf zimbraDomainMandatoryMailSignatureHTML
"<html><body>some html text</body></html>"
Restart amavis to apply the configuration and write out the global signature
files used by altermime. Type:
/opt/zimbra/bin/zmamavisdctl restart

Everything was fime.
Signature text was applied correctly to all internal/external emails.

Until If I Disable the built-in spam and virus services
and restarted zimbra.
After this disclaimer text does not attached to all my email any more.
Amavisd service does not running after zimbra restart.
My question is :
If there is a way how to run and add system wide mandatory signatures feature to all emails
Without enabling built-in spam and virus services?

Please help me.

No there isn't, the feature you're using requires amavisd.
