Default Force change password for ALL accounts in the first-time login

Hello,
I want to create many accounts at once with a defined password by creating a csv file with name, email address and defined password. And then In want to force them to change their password at a first time log-in.
Is there anyway to do this?
I know there is a solution to force to change password "zimbraPasswordMustChange=TRUE" but I'm afraid this is not suitable for my case. Because I want user to change password for the first time.

Use a script to set that options for each the accounts.

Ok, thank you phoenix.
But I have another problem regarding creating many accounts at once. I can not find the Bulk Provisioning to create accounts from csv file. I'm using ZCS 7.1.1.
