Domain administrator in zimbra open source edition?

I know Zimbra Network Edition supports domain administrator. But how about zimbra open source edition?

Can I use some zimbra command line utility to create a domain adminstrator in zimbra open source edition? If so, how?

As you already know it is supported in the NE version of Zimbra, you should have found (by searching the forums or checking the Product Features) that it isn't available in the OSS version.
