Default Cannot change user password by any method

I am unable to successfully change user passwords anymore. Logging into the Admin Console, changing the user password hat way does not work - the user is unable to login using the password I have entered. I am also unable to change user passwords via the command line - users are unable to login using the password I entered.

How does one go about successfully changing a user's password?

A little more detail might help. What do you mean by "....does not work"? Does it accept the password, does it throw an error? What happens when you change it via the command line, again, does it accept it or throw an error? What happens when the user tries to login with the password? Do you have any specific password rules set-up and if so, what are they? Are there any errors in the log files when a user tries to login with the new password? Is this with the Ajax or HTML client (or another mail client)?
