HSM Policy confusion

I notice that there are 2 HSM policies from the Admin Console - Server and Global. Which one will Zimbra obey?

Also, if my primary volume is full, will it flow into secondary volume automatically?

Finally, what is the function of having adding and having multiple primary and secondary volumes?
