Question Filter for all users

Hello!
I not so well speak English, therefore I find it difficult to re-read all forum.
Prompt, please, how to configure the filter, applicable to all users at once?
For example, I would like, that this rule was applied to all login accounts.
Prompt, how to configure this through the web interface or command line (if is possible)?

In this thread it is written that in Zimbra there are no global filters. But, this thread is already rather obsolete... Since then has changed nothing?
The matter is that we have configured working server MDaemon. And on it at us following filters are configured:
