Default No Certificate Manager Link under tools?

we started with 5.0, upgraded to 6.0 and now have upgraded to 7.1. basically, it appears everything is working ok now (had some issues with logger and permissions), except we need to renew our commercial ssl certificate.
i know that the last time we did this, we used the gui to do it and it actually worked quite well - problem is i cant remember if we were on 5.0 or 6.0 when we did it, and now there is ONLY Mail Queues under the tools section in the admin console?
why is that? is it because we're running the community edition?

Deploy the Admin zimlets (or make sure they've been deployed), here's the details (this is for NE): [SOLVED] Pilot Implementation. Admin UI appears incomplete

ahhh!! that looks like its it! i will try this tonight and update then, thanks much!
curious - how would they get un-deployed? can an upgrade do that?

The software is removed during an upgrade and the new version is installed and the zimlets should be deployed. You can look in the upgrade log file and see what happened with the deployment of those zimlets.
