Default Global blacklisting or global spam rules

I need to block (blacklist) mail from a sender globally.
Also, i need to lock some accounts (and specially one mail-list) to receive/accept mail only from internal domain addresses.

Any help?

I think you may be slightly confused, this thread was started on the 11th April 2011 - not 2006. The answer to the question is in many threads in the forums and wiki if you search for the word 'restrict'.
