Zimbra upgrade 6.0.6 to 7.0.1

Gentlements,

We are upgrading a Zimbra Network Edition Server in a RedHat 64 bits from version 6.0.6 to 7.0.1

Working in 6.0.6 version no problems to create user mail accounts being a domain administrator

(domain administrator created from a global Zimbra administrator)

but... after upgrading to version 7.0.1 we are not able to create user mail accounts being domain administrator, as we did in version 6.0.6
No problems login as a domain administrator.

Trying to create user mail account we receive the following error message:

Same problem installing versions 6.012 or 7.01 (fresh installations)

but ... upgrading from 6.0.6 to 6.012 it runs Ok.

I can confirm this problem for ZCS 7.0.1. Delegated Admins who have the
domainAdminsRight can not create new accounts (they can edit existing accounts though). The error message that is raised is:

I tried several things but I could not find a workaround for that....
