Default How to create a new system folder

I would like to create a new system folder (like /Drafts or /Trash) for all of my users.

The motivation is that my userbase is annoyed by the amount of incoming calendar invitations that have to be passed around.

My current solution is a filter rule for everyone that files emails with invitations into a separate folder /Invitations:

Code:
zmmailbox -z -m <account> afrl -f "Calendar Invitations" active any invite exists method anyrequest fileinto /Invitations stop
Now the Inboxes are clean from calendar messages and the users are able to work on their invitations when they open the new folder.

I would like to extend that concept by making the folder /Invitations a system folder like /Drafts or /Trash so that it gets displayed on top of the folder list and can be localized in multiple languages.

Has someone already done this?
Is this a customization that would be overwritten with each upgrade?
